By default every Sitecore instance has the resources to host both the CMS User Interfaces used by the organization to manage the site and the published site itself, but in most significant implementations CMS activity is separated from the published site activity using the Staging module.  If load on the database server is high, different Sitecore runtime servers or groups of servers can be associated with different database server configurations.  A simple web farm can be configured as described at http://sdn.sitecore.net/Scrapbook/Minimal%20Webfarm%20Setup.html.
